Xi “fully recognises” Sam’s work, praises pragmatism

Chinese President Xi Jinping has praised the leadership of Macau Chief Executive Sam Hou Fai, fully recognising the work of the SAR government, Xinhua News Agency reported.

Xi met Sam in Beijing on Tuesday as part of the Chief Executive’s annual duty visit, during which Sam presented the 2025 work report of the Macau SAR Government and the main points of the Policy Address for 2026. Xi was also briefed on Macau’s current situation and the government’s work over the past year.

Xi noted that over the past year, the new-term MSAR Government, led by Sam Hou Fai, “had demonstrated strong commitment to fulfilling its duties, and to achieving results in a pragmatic manner,” as quoted in a statement issued by the Government Information Bureau.

Xi said Sam had fulfilled his duties, firmly safeguarding national sovereignty, security and development interests. He highlighted the election of the eighth Legislative Assembly, reforms in public administration, Macau’s participation in the development of the Guangdong–Hong Kong–Macau Greater Bay Area, and “steady progress in the moderate diversification of Macau’s economy”.

He said the Macao SAR government should align actively with the 15th Five-Year Plan, uphold and improve its executive-led government, solidly advance efforts to appropriately diversify Macao’s economic development, and better integrate into and contribute to the country’s overall development.

Sam said that, with strong support from the Central Government, the SAR Government had fully implemented the spirit of Xi’s important speech at the celebrations of the 25th anniversary of Macau’s return to the Motherland. He noted that the overall social situation had remained harmonious and stable, economic and social development had progressed steadily, and that Guangdong, Hong Kong and Macau had jointly hosted the National Games for the first time.

Senior officials including Li Qiang, Cai Qi, Ding Xuexiang, Li Ganjie, Chen Wenqing and Xia Baolong were also present at the meeting.

Furthermore, Sam Hou Fai has encouraged Macau’s casino concessionaires to invest in the In-Depth Cooperation Zone, but the details will have to be delineated so that the mobilisation of private-sector corporations will be truly effective in Macau’s quest for economic diversification.
