Four major infrastructure projects, diversification front and centre of SAR’s development: CE

Macau will continue to open up new horizons in high‑quality development on the basis of the “one country, two systems” principle and focus its efforts on overcoming the challenges associated with achieving appropriate economic diversification, said Chief Executive Sam Hou Fai on Saturday in his speech at an official reception marking the 26th anniversary of the MSAR.

Sam Hou Fai said that Macau is in its best period of development and stressed that over the past 26 years the territory has achieved major successes under the leadership and support of the Central Government.

The Chief Executive underlined that the MSAR Government will lead all sectors of society in following the guidance of President Xi Jinping and implementing the strategies put forward by the Central Government.

Strengthening support policies, increasing financial investment, accelerating the establishment of a government fund for industries and pressing ahead with the construction of four key projects are priorities to drive substantial progress in the economic diversification of Macau.

“We will ensure the effective implementation of the development plans for appropriate economic diversification, intensify policy support and capital investment for the establishment of the government-led industrial and guidance funds, progressively accelerate the four major construction projects and promote economic diversification to yield tangible breakthroughs. We truly believe that the expedition of economic diversification means profound economic and ecological transformation,” Sam stressed.

The four projects are the Macau–Hengqin International Education University City, the International Integrated Tourism and Cultural Zone, the Macau International Air Transport Hub on the west bank of the Pearl River, and the Macau Science and Technology Research and Development Industrial Park.

Sam Hou Fai also said that the MSAR Government will speed up the development of the In‑depth Cooperation Zone in Hengqin, promote the integration of infrastructure, the alignment of standards and mechanisms, and strengthen ties between residents of Macau and Hengqin.

ab25 The idea of university–industry partnership is a good one raised by Sam, but this requires authorities and leaders from all Macau universities to sit down and discuss with the government and private-sector corporations of not only Macau but also the mainland, notably those in the Greater Bay Area, how scientific research will be conducted, how Chinese medicine will be “westernised” and advanced further through innovative research, and how new patents will be developed in the South China region. Furthermore, Sam Hou Fai has encouraged Macau’s casino concessionaires to invest in the In-Depth Cooperation Zone, but the details will have to be delineated so that the mobilisation of private-sector corporations will be truly effective in Macau’s quest for economic diversification.
