Sam Hou Fai quer que população sinta os “benefícios concretos” do princípio “um país, dois sistemas”

O Chefe do Executivo indigitado afirmou ser viável alcançar, com a sua governação durante os próximos cinco anos, um “Macau alicerçado no Estado de Direito, dinâmico, cultural e feliz”, visão que o mesmo propôs na sua candidatura ao cargo. Assim, o próximo líder da RAEM diz que os residentes poderão ter um maior sentimento de realização, sobretudo com o ambiente político criado pelo princípio “um país, dois sistemas”.

Sam Hou Fai falou ontem numa entrevista a uma delegação de jornalistas do interior da China. Na ocasião, Sam disse que Macau reuniu vários factores benéficos para a criação de um melhor ambiente de vida para a população, incluindo o apoio do Governo Central, uma boa base financeira e também a existência das associações tradicionais patrióticas.

“As prioridades são os interesses da lei de salvaguarda da segurança do Estado e a implementação [do princípio] ‘Macau governado por patriotas’, que é muito importante”, frisou Sam Hou Fai quando falava do seu plano de trabalho como Chefe do Executivo, cargo que vai começar a exercer daqui a uma semana.

“É preciso garantir que o público em geral tem um maior sentimento de realização do princípio ‘um país, dois sistemas’ nos próximos 25 anos, ou pelo menos nos próximos cinco anos do meu mandato, [é também preciso] sentirem que ‘um país, dois sistemas’ lhes trará benefícios concretos”, disse o antigo presidente do Tribunal da Última Instância, citado pelo Canal Macau em língua chinesa.

Sam Hou Fai admitiu que há “alguns problemas” a resolver em Macau, tais como a capacidade de governação, com a sociedade a pedir para melhorar a situação das actividades comerciais sobretudo das pequenas e médias empresas. De igual modo, o futuro Chefe do Executivo voltou a prometer uma melhoria no sistema de segurança social tendo em conta o fosso existente na sociedade em termos de riqueza. Sam Hou Fai reconheceu que vai atribuir assistência, de forma mais precisa e justa, para os grupos desfavorecidos e de baixos rendimentos.

 

FUNDOS PARA ATRAIR INVESTIMENTOS

 

O Chefe do Executivo eleito referiu ainda que o planeamento quinquenal sobre a diversificação económica proposto pelo actual Governo “é muito completo e orientado”, considerando que já existe um consenso na comunidade de que a economia de Macau “está a caminhar para um desenvolvimento adequadamente diversificado”.

Neste âmbito, o próximo Governo deve seguir o trabalho e também tomar iniciativa de criar mecanismos que promovem a diversificação da economia, segundo Sam. “Podemos tomar a iniciativa de criar fundos industriais, como um fundo industrial para o desenvolvimento tecnológico ou um para as indústrias culturais e turísticas, a fim de atrair investimentos”, sugeriu.

De forma a criar um ambiente de investimento favorável ao desenvolvimento económico, Sam Hou Fai avançou ainda que o Executivo está actualmente a estudar para tornar Macau num centro de transporte marítimo e de mercadorias na margem ocidental do Rio das Pérolas. Sam Hou Fai lembrou que foi criado anteriormente um novo sistema logístico para o transporte de mercadorias no Aeroporto Internacional de Zhuhai, que disponibiliza um canal verde para as mercadorias entrarem em Macau.

Segundo noticiou a imprensa de Hong Kong, o futuro líder da RAEM sugeriu ainda a aposta no desenvolvimento cultural, através da criação de uma “base das culturas chinesa e ocidental com características de Macau”, um complexo de cultura e turismo de grande escala, com um museu sucursal do Museu Nacional da China em Macau. Além disso, Sam pretende estabelecer uma ligação mais estreita com os quadros qualificados dos países de língua portuguesa para os trazer para a Grande Baía.

Sam Hou Fai, na entrevista, realçou ainda que a sua nomeação como Chefe do Executivo é uma grande honra e que o novo Governo vai “aprender e implementar bem” os pedidos do Presidente chinês, Xi Jinping.

The incoming Secretary for Transport and Public Works, Raymond Tam, has unveiled ambitious plans to tackle the city’s traffic congestion.

In a press conference yesterday, Tam expressed his commitment to extending the light rail system into the heart of Macau Peninsula, a move he believes is essential for modern urban development.

“Based on the extension of the eastern light rail line (LRT) to Qingmao, I will explore further extension of the LRT line to the heart of the Macau Peninsula to solve the core traffic congestion problem,” he said.

Tam said enhancing rail transit is vital for any progressive city, he stressed the need for improved rail infrastructure.

Macau’s Chief Executive-designate introduced his governing team on Sunday for the next five years, underscoring the importance of entrepreneurship and innovation in driving the city’s “long-term development.”

Sam Hou Fai stated that the composition of the newly appointed principal officials for the sixth term of the Macau Government and the Public Prosecutor reflects “a commitment to staying on the right path and prioritising innovation,” reaffirming that all appointees are “patriotic and love Macau.”

Sam further highlighted the “rich administrative management experience” of all 10 appointees, emphasising that they are “equally familiar with the workings of government and public opinion, which facilitates the transition and development of governance” after the inauguration.

The newly appointed Secretary for Economy and Finance, Tai Kin Ip, has announced that the incoming government will allocate additional resources to advance “appropriate economic diversification.”

“We will review the work carried out over the past five years, and while gathering consensus from various sectors, we will allocate more resources to further diversify Macau’s economy,” Tai stated during a press conference on Sunday held to introduce the newly appointed top government officials, who will assume office on 20 December alongside Chief Executive-designate Sam Hou Fai.

Currently serving as the director of the Economic and Technological Development Bureau, Tai expressed gratitude to his colleagues in the economic and financial sectors “for their contributions during challenging times”. He commended their “efforts in addressing complex changes, fostering economic recovery, and promoting the development of the “1+4″ industries.”

Last November, the government unveiled its first comprehensive diversification blueprint (2024–2028) for the city, centred on the 1+4 strategy. The “1” represents integrated tourism and leisure, while the “4” encompasses emerging industries such as traditional Chinese medicine and big health, modern financial services, high technology, as well as conventions, exhibitions, trade, culture, and sports.

The plan targets a significant shift in the economic landscape: by 2028, the gross value added by non-gaming industries is projected to account for approximately 60 per cent of Macau’s GDP, compared to about 50 per cent in 2019.

Tai pledged to “humbly listen to the opinions of all sectors of society, unite strengths and efforts to develop Macau’s economy, improve the population’s living standards, and implement the governance concepts and objectives of the new government of the Macau SAR.”

The sixth-term Chief Executive (CE), Sam Hou Fai, has shared his ambition to build Macau as the perfect home, to live up to the trust and expectations of both the Central government and the Macau people.

He was speaking late last week in a media briefing at the Macau International Airport, the Government Information Bureau said.

Sam was returning from Beijing, where he met President Xi Jinping and other high-ranking Central government officials.

He said the appointment not only reflects the trust and support granted to him but also embodies the Central government’s concern for the people of Macau and its backing for local development.

Sam specifically highlighted President Xi’s remarks that “One country, two systems” is a beneficial system that aligns with the fundamental interests of both the nation and Macau.

The Central government will continue comprehensively implementing the principles of “One country, two systems,” “Macau people governing Macau,” and a high degree of autonomy, ensuring that these principles remain intact.
