The three-day visit of the Macau Chief Executive-designate, Sam Hou Fai, to Beijing illustrates a number of important phenomena in Beijing’s relations with Macau, including how the central authorities handled the formal appointment and meeting with Sam, the setting of the seating arrangement, and most importantly the remarks made by President Xi Jinping on the “one country, two systems” policy in the Macau Special Administrative Region (SAR). (...) In conclusion, Mr. Sam Hou Fai’s appointment visit to Beijing was politically significant. In terms of Beijing’s relations with Macau, the Macau Chief Executive’s accountability to the central authorities has been firmly established and institutionalized. In terms of the repositioning of Macau SAR, it has to perform “better functions” in China’s open-up process and modernization. The central government therefore fully supports Macau to focus on its improvement of the people’s livelihood, its drive to diversify its economy and its determination of implementing the “one country, two systems” with “Macau characteristics” smoothly and successfully.

 MAY25 F or the first time in its 17–year existence, the government’s Wealth Partaking Scheme – which distributes cash handouts to residents yearly – has been amended. Following public outcry that the government should use public funds more wisely and allocate them only to those residing full time in Macau, the Executive Council (ExCo) yesterday presented a new version of the scheme that includes a provision excluding those who did not stay in Macau for at least 183 days in 2024. ab25 The idea of university–industry partnership is a good one raised by Sam, but this requires authorities and leaders from all Macau universities to sit down and discuss with the government and private-sector corporations of not only Macau but also the mainland, notably those in the Greater Bay Area, how scientific research will be conducted, how Chinese medicine will be “westernised” and advanced further through innovative research, and how new patents will be developed in the South China region. Furthermore, Sam Hou Fai has encouraged Macau’s casino concessionaires to invest in the In-Depth Cooperation Zone, but the details will have to be delineated so that the mobilisation of private-sector corporations will be truly effective in Macau’s quest for economic diversification.
