Macau’s leader has laid out four key words for the city’s future: rule of law, vitality, culture, and happiness, with these goals to be achieved essentially under his ‘bigger picture’ stewardship.

His upbeat outlook was part of a series of exclusive interviews with public broadcaster TDM, with the latest aired on on Friday, 13 February, focusing on how the concrete action of his cabinet will translate to substantive developments.

With the highest responsibility, the chief executive and the government are the ones in charge, he said.

‘That means their duties, workload, and pace are completely different: much faster and covering a much wider range,’ he told the camera.

Moreover, the former top judge urged his administration to cultivate a sense of the “bigger picture”.

“If someone lacks a sense of the bigger picture, they should not hold an important official position,” he told the TDM reporter.

“The whole governing team works as one, so no one can act alone, be passive, or refuse to cooperate — otherwise it will affect overall governance and the implementation of policies.”

He went on: “If such a situation arises, adjustments should be made. Responsibility means taking charge of your own area — whether a bureau or a department — and carrying that duty.

“When policies are introduced, everyone must cooperate and support each other,” he concluded.

According to him, there are now around a dozen project teams under his leadership.

“These leadership panels, workforces, or coordination groups — there are 12 or 13 such bodies in different fields,” he said.

“These bodies respond to various needs,” he added. “Once their responsibilities are confirmed, advice must come before action. Whichever panel is entrusted with a job has to perform the task.”

“All other departments must commit themselves to fully supporting these causes,” he continued.

The 64‑year‑old also made clear that his cabinet must be proactive and embrace teamwork, while being mutually cooperative and helpful.
