Chief Executive Sam Hou Fai stated that profound and complex changes are currently taking place both domestically and internationally for Macau, adding that the practice of “one country, two systems” has entered a new stage.
Sam’s remarks were made during a reception commemorating the 98th anniversary of the People’s Liberation Army.
“Amidst accelerating changes and global transformation, of a kind not seen in a century, and a world entering a new phase of turbulence, Macau’s internal and external environments are undergoing profound and complex shifts,” the Chief Executive noted.
He pledged that the SAR Government “will continue to maintain close ties and collaboration with the PLA Macau Garrison, guiding residents to cherish and safeguard hard-won stability and harmony,” while praising the Garrison for helping to safeguard the “one country, two systems” principle with Macau characteristics.

As the city approaches another election cycle, the arrest of Au Kam San is not just a legal case – it is a statement. It signals a narrowing of political tolerance and a recalibration of what is permissible in public discourse. In times of political consolidation, how a society treats its critics defines the strength of its legal and moral foundations.
Macau still has the opportunity to demonstrate that national security and civic freedom are not mutually exclusive. But that will depend on what happens next – not just in courtrooms, but in the public square.
