The University of Macau (UM) hosted a seminar earlier this week on Chief Executive Sam Hou Fai’s first Policy Address delivered on Monday, where a scholar noted that the 2025 Policy Address reflects a significant shift in the government’s future role in the city’s appropriate economic diversification.

Henry Lei, associate head of UM’s Faculty of Business Administration and vice president of the board of directors of the Macau Economic Association, stated: “The government’s future role is likely to be more proactive and aligned with market principles, taking on a leading position.”

“In other words, it will have greater initiative and influence in selecting projects and attracting specific industries, which will help accelerate the development of appropriate economic diversification. This shift reflects a positive impact on the economy,” the scholar added.

No relatório das Linhas de Acção Governativa, o Chefe do Executivo adiantou que serão construídos vários “projectos relevantes”, incluindo um “bairro internacional turístico e cultural integrado de Macau” e um “parque industrial de investigação e desenvolvimento das ciências e tecnologias de Macau”. Segundo Sam Hou Fai, o grupo interdepartamental responsável lançou hipóteses sobre a localização do parque industrial das ciências, que, segundo algumas opiniões, poderá situar-se no terreno do Jockey Club, no lote do antigo “Ocean World” na Taipa ou no terreno em frente ao Aeroporto de Macau.

Por sua vez, o bairro turístico e cultural poderá localizar-se entre a Península e a Taipa, para destacar a vantagem do ambiente formado por duas margens do mar, revelou o Chefe do Executivo, apontando que a localização dos dois projectos poderá ser definida na segunda metade deste ano. Ainda assim, Sam Hou Fai ressalvou que esse planeamento é uma macro orientação, pelo que os respectivos terrenos poderão ver as suas finalidades alteradas se o desenvolvimento económico justificar as mudanças.

De acordo com o Chefe do Executivo, o objectivo é aproveitar as vantagens políticas e fiscais do parque industrial das ciências para atrair empresas e instituições de investigação do Interior da China e do estrangeiro a realizarem investigações em ciência e tecnologia no território.

Além desta medida com vista a diversificar a economia local, Sam Hou Fai salientou que será acelerado o estudo sobre a criação de um fundo governamental para as indústrias. O objectivo é orientar o desenvolvimento de indústrias emergentes e combiná-lo com o referido parque industrial.

Por outro lado, adiantou que o Governo da RAEM já criou um grupo de coordenação interna com a função de definir os investimentos não relacionados com o jogo e as áreas nas quais devem ser canalizados. Analisará ainda os critérios para avaliar se o investimento pode ser considerado como não ligado ao jogo.

Segundo o Chefe do Executivo, embora seja “extremamente difícil” mudar a estrutura fiscal a curto prazo, “é necessário fazer esse trabalho”. Para isso, o Governo encarregou uma entidade de estudar a taxa de contributo de vários sectores e impostos numa economia normal. “O desequilíbrio fiscal estrutural de Macau é grave, enquanto a pressão derivada das despesas rígidas é elevada”, sublinhou Sam Hou Fai, alertando que a RAEM enfrentaria um défice fiscal se as receitas do jogo fossem apenas de 15 mil milhões de patacas por mês. O Chefe do Executivo espera que representantes de todos os sectores discutam em conjunto formas de alterar a estrutura fiscal.

Além disso, sugeriu ao público que “considere escrupulosamente” quando poderá ser implementado um regime de previdência central obrigatório e o facto de as contribuições de 90 patacas “já não conseguirem cobrir as despesas da segurança social”.

Quanto ao plano de construir um “hub de transporte aéreo internacional de Macau na margem oeste do Rio das Pérolas”, Sam Hou Fai explicou que, na primeira fase, o foco do trabalho é aumentar a capacidade e os recursos em termos de rotas aéreas internacionais do Aeroporto de Macau, elevando assim a posição do território no desenvolvimento estratégico do país. Já na segunda fase, será essencial estudar o aproveitamento das vantagens do Aeroporto de Zhuhai, no quadro da segunda fase da construção da Zona de Cooperação Aprofundada.

Sam Hou Fai mostrou-se ontem cauteloso em relação às receitas públicas, salientando que, se os casinos não gerarem receitas mensais de pelo menos 15 mil milhões de patacas, o Governo ficará com défice orçamental – e esta situação não é improvável, avisou o Chefe do Executivo.

O Governo da Região Administrativa Especial de Macau (RAEM) anunciou, esta segunda-feira,  no âmbito das Linhas de Acção Governativa para 2025, um conjunto de medidas que reforçam a sua posição enquanto Plataforma entre a China e os Países Lusófonos. Entre os principais eixos está a intensificação da cooperação económica e tecnológica com os Países de Língua Portuguesa, bem como o alargamento desta rede a países de língua espanhola.

As iniciativas incluem a organização da segunda edição da Exposição Económica e Comercial China-Países de Língua Portuguesa (Macau), a criação de um centro dedicado ao intercâmbio científico e tecnológico, e programas para atrair startups lusófonas, com destaque para o Brasil e Portugal. Também será promovida a entrada de produtos desses países no mercado da Grande Baía, com Macau a assumir-se como ponto estratégico de distribuição.

Estas medidas visam ainda contribuir para a iniciativa “Uma Faixa, Uma Rota”, reforçando o papel de Macau na Rota Marítima da Seda e explorando o seu posicionamento geográfico e multicultural para fomentar o investimento e a cooperação internacional.

Sam Hou Fai apresentou ontem o seu primeiro relatório das Linhas de Acção Governativa (LAG). O documento alerta para os desafios económicos que a RAEM está a atravessar, ressalvando que o território deve aproveitar as oportunidades. O Chefe do Executivo anunciou que este ano o Governo vai manter o plano de comparticipação pecuniária, vai estrear um subsídio de assistência na infância, vai aumentar o subsídio de invalidez e a pensão para idosos, mas vai também deixar inalterados os salários na função pública.

Macau’s budget plan for the current financial year will in likelihood be adjusted, as the outlook for 2025 public fiscal income could be “less optimistic than anticipated”, said on Monday the city’s Chief Executive (CE), Sam Hou Fai (pictured), when delivering his first Policy Address since assuming office in December.

His cautious commentary was amid a “slowing of post-pandemic recovery momentum” seen in the travel and gaming sectors, added Mr Sam.

In his Policy Address for Fiscal Year 2025 – delivered at the city’s Legislative Assembly – Mr Sam cited economic challenges Macau now faces. That was against the backdrop of a local economy still largely focused on tourism, and increasing uncertainties for the global economy, under “intensifying unilateralism and protectionism”.

The office of his predecessor, Ho Iat Seng, had forecast in November that Macau’s 2025 casino gross gaming revenue (GGR) might reach MOP240 billion (circa US$30 billion). Macau official GGR forecasts are usually conservative. Though the current Secretary for Economy and Finance, Tai Kin Ip, had also recently expressed the possibility that the forecast via the outgoing administration, might now not be met.

The post-pandemic recovery of Macau in regards to tourism and gaming has seen a slowdown, and expectations for financial revenue for the current year are not as optimistic as before, warned Macau’s Chief Executive in his first Policy Address.

On Monday, Sam Hou Fai noted that Macau has a micro-economy that is strongly outward-facing and is not immune to the current problems of unilateralism and protectionism occurring in global markets.

The top official says that Macau cannot underestimate the eventual threats and challenges and should be conscious of risks and be on alert to be prepared for any potential threats.

While most of his address was focused on social welfare issues, infrastructure, public administration, growth, education and other factors, the official did underline the importance of the tourism and leisure sector for Macau.

Diversification

In particular focus was the diversification of Macau’s economy, including the 1 + 4 idea, with tourism and gaming making up the primary contributor, supported by other nascent industries.

This includes the adequate investment in non-gaming elements, with the official making specific mention that the government would improve oversight of gaming operators to ensure that they are complying with the specifics set out within their gaming concession contracts.

Aside from current projects, the Chief Executive indicated authorities should orient the concessionaires to invest more resources in industrial projects in Macau and Hengqin, establish evaluative indicators of the efficiency of non-gaming investments, and periodically review the overall situation of their compliance with their concession contracts.

Working together

While the government’s non-gaming focus in regards to gaming operators under the previous administration was to largely require these operators to assume the mantle of Macau’s diversification efforts, the new Chief Executive also indicated that Macau is partnering with the concessionaires in attracting more foreign tourists.

The official highlighted that in order to improve Macau’s standing as an international tourism and leisure center, it would be actively exploring the markets of Northeast Asia Southeast Asia, South Asia and South America. The official noted that economic, commercial, touristic, and cultural delegations of Macau have been created in Southeast and Northeast Asia, and together with the gaming concessionaires they are reinforcing the promotion of Macau to international markets.

This includes expanding flights from the Macau International Airport to regions which do not have direct links to Macau via other regional hubs. In addition, the government plans to continue promotional tourist offerings for foreign visitors via airplane ticket discounts and cross-border transport benefits.
