A construção da futura zona fronteiriça do terminal de mercadorias em Hengqin do Aeroporto Internacional de Macau vai custar 381,9 milhões de patacas (340,0 milhões de renminbis). O serviço foi contratado pela CAM – Sociedade do Aeroporto Internacional de Macau, através da subsidiaria Sociedade de Logística do Aeroporto Internacional de Macau em Hengqin Guangdong, que realizou um concurso público com 30 propostas.
Uma vez que a construção vai ser feita na Província de Cantão, fora da RAEM, todas as propostas foram apresentadas por empresas do Interior. Entre as 30 propostas, 15 foram recusadas. As propostas variavam entre os 352,77 milhões de patacas e os 404,31 milhões de patacas.
A empreiteira escolhida foi a empresa estatal China Construction Fifth Engineering Division Corp, que tem sede em Changsha, na Província de Hunan. Apesar disso, e de ter sido criada como empresa independente, a Construction Fifth Engineering Division Corp faz parte da China State Construction Engineering Corporation.
De acordo com a informação do concurso público, a empreiteira escolhida comprometeu-se a terminar os trabalhos em 420 dias, pouco mais de um ano, por 381,9 milhões de patacas. A futura zona fronteiriça vai permitir que as mercadorias entrem em Macau quando ainda estão em Hengqin, para que não haja necessidade de atravessarem a fronteira duas vezes.

Chief Executive Sam Hou Fai said Macau will strengthen regional cooperation and pursue new opportunities in alignment with national development goals, speaking via video at the 2025 Global Investment Promotion Conference for the Guangdong-Hong Kong-Macao Greater Bay Area held Monday in Guangzhou.
Sam highlighted Macau’s role as one of the Bay Area’s four core cities, stressing the city’s goal of developing a “high-level platform for external cooperation.”
In a statement issued by the Government Information Bureau (GCS), he noted that Macau’s integration into national strategies is supported by its ‘One Center, One Platform, One Base’ positioning, which leverages its cultural links and open economy to enhance international competitiveness.
The Chief Executive also cited Macau’s role as the only region using both Chinese and Portuguese as official languages, serving as a platform for economic and trade cooperation between China and Portuguese-speaking countries.
He referenced the success of the China-Portuguese-speaking Countries Economic Cooperation Forum, which recently adopted the 2024-2027 Action Plan to guide future collaboration.
Sam also pointed to Macau’s advantages as a free port and separate customs territory, with a growing convention and exhibition industry that has attracted major international events.
These efforts, he said, support the city’s economic diversification into sectors such as traditional Chinese medicine, technology, and modern finance.
He described the Hengqin Guangdong-Macao In-depth Cooperation Zone as a key driver for investment and industry collaboration.
As cited in the statement, Sam said the government will promote major projects including the Macao-Hengqin International Education City and the Macau Science and Technology Industrial Park.

Hengqin authorities have floated a proposal that will add four land links with neighbouring Macau in their latest bid to boost connectivity between the two regions whose futures are set to grow more intertwined.
According to a draft document up for consultation until the end of October, one of the four proposed passages will connect with University of Macau’s Hengqin campus, currently under construction.
One of the links is believed to connect to the Inner Harbour district of the Macau peninsula, another to a roundabout near the YOHO Hollywood Roosevelt Hotel, and the final one to the shooting range in Coloane.
The 11-page document also underscores the need to make room for railway infrastructure poised to connect with those of Macau and Zhuhai.
According to a news report posted by Beijing’s liaison office in Macau on its official website, a ‘concentrated urban zone’ in Hengqin, which covers an area of 42.47 square kilometres, is expected to accommodate a population of no fewer than 300,000.
The northeastern part of the Hengqin island, designated for finance and commerce, will see its northern tip reserved for a ferry terminal – with sailings expected to operate to or from Macau’s Inner Harbour.
In January this year, the island’s administration already unveiled an urban zoning blueprint specifying territorial functions and roles.

lhe confia a via do Politburo - do qual
ainda faz parte - nessa altura, com a pasta
da propaganda. Foi ele, sem surpresa,
o primeiro a receber Sam Hou Fai, mal
o Chefe do Executivo tomou posse, em
busca de um norte para Macau. Estará
mais nublado o horizonte do Gabinete
para Hong Kong e Macau? A linha é a
mesma; aliás, nesta altura, só uma toma
decisões. Mas o tom é diferente, e a forma
diverge, como as redes de influência
- guanxi. Cimenta-se em Macau a convicção
de que terá sido esse o terremoto
que abalou Ho Iat Seng, que estaria mais
próximo da constelação de Xia Baolong
- ou achava que estava.
O discurso de Xi Jinping é claro: Hengqin
existe para ajudar à diversificação de Macau;
os desvios a esse desígnio não podem
ser apoiados. Não é tradução literal, mas
é o sentido da mensagem que cá deixou
em Dezembro; imediatamente plasmada
no relatório das Linhas de Ação Governativa:
Macau vai investir na segunda fase
de desenvolvimento de Hengqin - industrialização
- seguindo o plano que lá está
desenhado. Em surdina, cresce o incómodo
local; ninguém contesta, mas as elites sentem
deslaçar as teias de interesse locais;
a população teme a concorrência no emprego;
e o poder político sabe que pisa a
linha vermelha da autonomia. Os sinais são
de reforço da tradicional influência do PC
de Guangdong; decisiva no tempo colonial.
Sam Hou Fai deixa pistas: por um lado, diz,
os jovens precisam de mundo, não é só cá
que vão crescer; por outro, não é possível
diversificar sem as oportunidades que
Hengqin abre. A agulha aponta agora para
um ambiente amigo dos negócios; um regime
fiscal competitivo - incluindo legislação
offshore - e canais de internacionalização,
para captar investimento e empresas que
percebam as vantagens de atuar na Grande
Baía, a partir da RAEM. É uma tese, com
sentido teórico; e, na prática, riscos óbvios.
Este Governo assume o novo ciclo, sem
reservas; ao contrário de um passado recente
que, embora amigo do nacionalismo,
nunca foi verdadeiramente consequente
em Hengqin. Edmund Ho foi o primeiro
e o último a ter uma ideia: comprar a Ilha
da Montanha - liminarmente abortada por
Cantão.
O que está em curso já não tem travão,
mas há curvas perigosas pelo caminho.
Primeiro, do ponto de vista político, jurídico,
e fiscal, resta saber como esta deslocação
do investimento pode, de facto,
ter reflexos na RAEM ao nível da diversificação
da receita, distribuição do PIB,
e criação de emprego. Depois, faz toda
a diferença ter em Henqgin um instrumento
que verdadeiramente sirva Macau;
ou ter subsidiariamente de pagar, com os
impostos do Jogo, um projeto que aqui
ao lado tem um longo historial de erros
de conceção, e atrasos na concretização.
Toda a gente responde a Pequim - Cantão
também. Mas aqui ao lado há forças
específicas, muito fortes a nível nacional,
e enorme capacidade centrifugadora no
contexto regional; com poder político,
capital de investimento, tradição internacional,
e mão-de-obra qualificada. E sabem
bem, como Macau sabe, que não se sabe
nem se quer concorrer; tentou-se, ingenuamente,
evitar esse papão, em vez de
o tentar seduzir. Agora, que tudo mudou,
vai mesmo tudo ter de mudar; a começar
pela forma como se lê a bússola. Ou as
gentes de Macau aprendem a ler o norte,
encontrando o seu próprio destino; ou
será o Norte simplesmente a ditá-lo.

In contrast, the terms “Hengqin” and “Macau-Hengqin” (澳琴) appear 65 and 56 times, respectively, in this year’s document. For the first time, the Policy Address includes a dedicated chapter on Hengqin’s development, placed ahead of the government’s 2025 task list—underscoring its strategic priority. Another standalone chapter focuses on strengthening intra-governmental coordination.
At a press conference held in April, Mr Sam, who assumed office in December, stated, “I have indeed placed great importance on public administration and the development of Hengqin. These reflect the key areas of focus for the current administration — a decision made with long-term considerations in mind.”
“I’ve highlighted Hengqin in the Policy Address to remind the SAR government and all sectors of the city to work together with a united effort,” he continued. “When considering Macau’s development, it’s important to keep Hengqin in mind — and it would be ideal if both could be planned in coordination.”
The neighbouring Hengqin island in Guangdong province offers both development space and potential for Macau, the Chief Executive noted. He now heads a cross-departmental leading group tasked with accelerating progress in Hengqin, which has entered its second phase of development following the 2021 establishment of the Guangdong-Macau In-depth Cooperation Zone to facilitate the Macau and Hengqin development.
Proactive role in Hengqin
Some observers believe the pace of development in the Hengqin cooperation zone—co-governed by Guangdong and Macau authorities—has lagged behind expectations. During a visit to Macau last year, Chinese President Xi Jinping urged “a high level of coordination” between Macau and Hengqin in terms of economic activity and regulatory alignment.
“We hope to increase the input of personnel and capital, and enhance cross-border coordination of projects, so as to effectively implement the second phase of Hengqin’s development starting this year,” Mr Sam added. “The development of Hengqin is aimed at promoting moderate economic diversification in Macau and driving the growth of non-gaming industries — it is the key to breaking the current bottleneck.”
Henry Lei Chun Kwok, vice president of the Macau Economic Association and associate professor of business economics at the University of Macau, said the latest Policy Address reflects a noticeable shift in the government’s stance towards Hengqin development.
“The Macau government has taken a more proactive approach,” he noted. “It redefines Macau’s role in the integration process between the two sides, and Hengqin’s development should align with Macau’s own development needs.”
“The latest Policy Address also highlights that the government will adopt a more proactive and effective approach to attracting foreign investment and accelerating the diversification process in greater detail, marking a significant departure from previous years,” he added.

The development of Hengqin and its integration with Macau will shape the city’s long-term future, Chief Executive Sam Hou Fai stated in the 2025 Policy Address. As Macau pivots towards diversification, the gaming industry is expected to play a supporting role — sustaining public finances while fuelling the growth of emerging sectors and four major infrastructure projects.

Still, it remains to be seen how public-sector and private-sector investment will be mobilised, and how the securities and bonds centres will be accelerated through the enactment of the Securities Law, the Investment Fund Law, and the legal and regulatory measures adopted by the Zone. Nevertheless, the contours and the plans of economic diversification of Macau through its integration with the Hengqin area are for the first time seen in Sam’s policy address – a progressive step that naturally brought about immediate praise and open appreciation by the mainland Chinese officials responsible for Macau affairs on the day Sam delivered his address.

Xia Baolong, head of the Hong Kong and Macau Affairs Office, has reiterated President Xi Jinping’s strategic vision for the development of Hengqin, emphasizing its crucial role in supporting Macau’s economic diversification and improving the livelihoods of its residents.
“The central government’s decision to develop Hengqin is aimed at facilitating Macau’s economic diversification and enhancing the quality of life for its residents,” Xia stated. He stressed the importance of adhering to this vision and warned that “it is critical not to develop industries or projects that are inconsistent with this strategic direction.”

Chief Executive Sam Hou Fai has called for the accelerated development of Hengqin, asking officials from the island and Macao to identify suitable industries for pilot projects and form a better understanding of the different regulations in each jurisdiction.
He made the remarks yesterday during a visit to Hengqin, which is administratively part of the neighbouring mainland city of Zhuhai.
A 106-square-kilometre island, Hengqin has been established as a “Guangdong-Macao Intensive Cooperation Zone” and is seen as vital to Macao’s continuing economic development by providing space for new industries and housing. As many as 16,000 people from Macao currently live and work on the island.
During his visit yesterday, Sam inspected the Macao New Neighbourhood project – a development purpose-built for people from Macao – and its associated clinic, school and government services centre.
According to a Macao government statement, he was also taken to a technology park and Traditional Chinese Medicine facility that is home to several companies from Macao, before holding talks with Macao and Zhuhai officials tasked with developing Hengqin.
Sam pledged that his administration would delegate a greater number of civil servants to Hengqin, to strengthen cooperation between the two sides and create “a series of landmark and impactful projects and programmes” that would further the island’s growth
