Chief Executive Sam Hou Fai said yesterday that the prosperity of the Chinese mainland provides a strong foundation for Macao’s development, and that the SAR would aim to make significant contributions to national rejuvenation.
In his address, Sam noted China’s steady economic and social development this year, with growing innovation and strengthening national confidence. This year, he noted, also marked the start of the sixth-term Macao SAR government and steady social and economic progress locally.
He said that his administration has been implementing new governance philosophies and mechanisms for Macao. Reforms include leadership and coordination mechanisms for public administration, enhanced efficiency in government meetings and cross-departmental coordination.
The MSAR Government is determined to pursue economic diversification and achieve new levels of integration between Macao and Hengqin, Sam said. Among the upcoming initiatives are automated inspection and joint clearance, along with “document-free” channels, at Hengqin Port, promoting exchanges between Macao and Hengqin.

Foreign businesses operating in Macau have identified a persistent shortage of skilled workers as one of the biggest obstacles to their operations and expansion, according to the 2025 Macau Investment Climate Statement released by the US Department of State.
The shortage, closely tied to the city’s heavy reliance on tourism and gaming, has raised concerns about Macau’s long-term competitiveness.
The statement noted that ‘foreign businesses cite a constant shortage of skilled workers – a result of the city’s dependence on tourism and gaming – as a top constraint on their operations and future expansion.’
Macau’s gaming sector, which generated $28.3 billion in casino gross gaming revenue in 2024, continues to dominate the economy. The government collected $11 billion in gaming tax revenue last year, accounting for 81 percent of total government revenue of $13.7 billion. This overwhelming dependence on gaming has concentrated the workforce in tourism and casino-related services.
With unemployment at just 1.7 percent as of November 2024, the issue is not a lack of jobs but a mismatch between available talent and industry needs. It is also worth noting that three of Macau’s six gaming concessionaires have American parent companies—Sands China, MGM China, and Wynn Macau.
The report states that strict local employment regulations further compound the labor shortage. By law, both local and foreign casino operators must hire only Macau residents as croupiers. Taxi and bus drivers are also required to be local residents. While these restrictions aim to protect local employment, they limit the available talent pool for critical positions.

Tai Kin Ip, secretário para a Economia e Finanças, participou na cerimónia de abertura do Fórum Internacional de ‘Big Health’ da Iniciativa “Uma Faixa, Uma Rota”, que se realizou ontem no Wynn Palace. O governante proferiu um discurso na ocasião para sublinhar a importância desta indústria no âmbito dos esforços do Governo para diversificar a economia da região.
O secretário começou por lembrar as palavras de Xi Jinping aquando da sua visita a Macau, em Dezembro do ano passado, quando pediu que a região aproveitasse “proactivamente as suas vantagens únicas enquanto ponte de ligação entre a China e os países lusófonos, bem como os países ao longo da iniciativa ‘Uma Faixa, Uma Rota'”, “injectando novo dinamismo na inovação tecnológica e no desenvolvimento industrial” do país.
Assim, segundo defendeu Tai Kin Ip, “a indústria de ‘big health’ é um foco de atenção mundial e um novo motor para o crescimento económico futuro”. Esta é “uma das indústrias prioritárias para promover a diversificação adequada da economia” e o Governo vai “reforçar a capacidade de inovação tecnológica em saúde e expandir a cooperação internacional”, assegurou o secretário, destacando o fórum inaugurado ontem como “uma importante tentativa no quadro da iniciativa ‘Uma Faixa, Uma Rota’, centrada na inovação tecnológica e no desenvolvimento cooperativo na indústria de ‘big health'”.
Tai Kin Ip referiu que, nos últimos anos, “Macau estabeleceu uma base sólida em áreas como a medicina tradicional chinesa e as ciências da saúde, com resultados de investigação científica de alto nível a emergirem continuamente, tendo sido gradualmente formado um ecossistema inovador com características próprias de Macau”. O governante destacou a criação conjunta do Laboratório Conjunto Sino-Português em Inteligência Artificial e Tecnologias de Saúde Pública no âmbito da Iniciativa ‘Uma Faixa, Uma Rota’ como “um marco significativo” neste âmbito, demonstrando “o papel crucial de Macau na cooperação científica internacional”.

O Chefe do Executivo alertou ontem para os desafios que a economia de Macau vai enfrentar no futuro. Internacionalmente, há “mudanças turbulentas” a acontecer e Macau não ficará imune ao “unilateralismo e proteccionismo” que se está a expandir; a nível interno, a economia de Macau continua a viver quase em exclusivo do sector do jogo – algo “difícil de ser alterado substancialmente durante um determinado período de tempo”, lamentou Sam Hou Fai.

The newly appointed Secretary for Economy and Finance, Tai Kin Ip, has announced that the incoming government will allocate additional resources to advance “appropriate economic diversification.”
“We will review the work carried out over the past five years, and while gathering consensus from various sectors, we will allocate more resources to further diversify Macau’s economy,” Tai stated during a press conference on Sunday held to introduce the newly appointed top government officials, who will assume office on 20 December alongside Chief Executive-designate Sam Hou Fai.
Currently serving as the director of the Economic and Technological Development Bureau, Tai expressed gratitude to his colleagues in the economic and financial sectors “for their contributions during challenging times”. He commended their “efforts in addressing complex changes, fostering economic recovery, and promoting the development of the “1+4″ industries.”
Last November, the government unveiled its first comprehensive diversification blueprint (2024–2028) for the city, centred on the 1+4 strategy. The “1” represents integrated tourism and leisure, while the “4” encompasses emerging industries such as traditional Chinese medicine and big health, modern financial services, high technology, as well as conventions, exhibitions, trade, culture, and sports.
The plan targets a significant shift in the economic landscape: by 2028, the gross value added by non-gaming industries is projected to account for approximately 60 per cent of Macau’s GDP, compared to about 50 per cent in 2019.
Tai pledged to “humbly listen to the opinions of all sectors of society, unite strengths and efforts to develop Macau’s economy, improve the population’s living standards, and implement the governance concepts and objectives of the new government of the Macau SAR.”
