Macao’s casinos should host more residency shows, Sam Hou Fai said at a town hall meeting on Saturday – describing them as an opportunity to boost the city’s appeal to international tourists. He was speaking before a local audience whose attendance had been determined by random draw.
According to a media report, the presumptive Chief Executive – and sole candidate running in the SAR’s upcoming election – noted that a UK pop star, understood to be Adele, recently rejected a residency offer worth around US$200 million from one of Macao’s six concessionaires.

“While she turned down the offer to take care of her family and children, could we not continue to promote something like this to make it a long term operation?” he said, arguing that such residencies could be an effective drawcard for the city.
Sam reportedly added that his administration would “take a serious look” at the casino operators’ non-gaming investments, which are required by law as a way to diversify Macao’s economy away from gaming.
Meanwhile, the former judge urged Macao to improve its economic strategy. “In the past five years since the Greater Bay Area [was launched], we have not felt our advantages,” he said, according to the report. “Our competitiveness needs to be improved.”
He highlighted Shenzhen’s technological prowess, Guangzhou’s “comprehensive capabilities” and Hong Kong’s status as a global financial hub as examples of Greater Bay Area (GBA) cities fully leaning into their areas of strength.
“Our unique advantages have not yet been fully utilised, so in the future, we will have to make up for our shortcomings in these aspects in a targeted manner,” he said.

Representa os 386 membros, dos 400 da Comissão Eleitoral do Chefe do Executivo (CECE), que subscreveram a candidatura de Sam Hou Fai para sexto Chefe do Executivo da RAEM, uma percentagem de 96.5 por cento do total. Este número também sugere que Sam Hou Fai, enquanto candidato único, tem uma alta probabilidade de obter pelo menos 386 votos na eleição do Chefe do Executivo, agendada para 13 de Outubro, vencendo em última análise por uma larga margem, o que reflecte o apoio público ao candidato.

Além disso, também foi juiz-adjunto no caso de recurso contra a inabilitação dos candidatos que concorreram às eleições de 2021 para a Assembleia Legislativa. A actuação de Sam Hou Fai é amplamente conhecida no meio judicial.

The presumptive new chief executive (CE) of Macao, Sam Hou Fai, made the first community visit of his campaign yesterday, speaking to residents and small-business owners in the city’s densely populated Northern District.
According to multiple media reports, the 62-year-old former judge – and sole candidate in the election to succeed incumbent leader Ho Iat Seng – called in at the Iao Hon Estate, and a nearby park and market complex, where he had lunch with local youths.
“My aim in visiting the Northern District, which is the most densely populated area in Macao, is to experience the social environment there,” Sam told local media. “Among the places I visited were the seven buildings of the Iao Hon estate. I also learned about the operations of small and medium sized enterprises.”
Sam said the planned redevelopment of the Iao Hon Estate would improve the area’s livability, and urged planners to adopt a holistic approach, taking transport, environment and support services into account

Macau's sole Chief Executive candidate Sam Hou Fai has proposed the establishment of public funds to support “appropriate” economic diversification in the designated key areas of the “1+4” emerging industries.
Sam made these remarks during a session with the 400-member Chief Executive Election Committee on Saturday, where he presented his political platform and answered questions from electors. He will be running unopposed in the SAR's leadership election, scheduled for 13 October.
The “1+4” strategy refers to a blueprint introduced by the SAR Government in November 2023, where “1” represents tourism and leisure, and “4”, the emerging sectors namely modern finance, 'big health', high technology, as well as MICE, culture, and sports.
The former top judge reaffirmed that reducing reliance on gaming is crucial for the city's development, pointing out that the COVID-19 pandemic served as "a lesson" for Macau on the dangers of overdependence on a single industry.
"If another catastrophe were to occur in the future, how would we cope?" Sam Hou Fai asked. "Relying solely on the gaming and tourism sectors is insufficient," he stressed, highlighting the Government's "leading role" in driving economic diversification.

However, in late August, the Macau leader suddenly announced that he would not stand for re-election due to health concerns. The public immediately shifted into a “Guess Who Will Be the Next Chief Executive” mode. Amidst a flurry of messages and rumours, Sam Hou Fai’s confirmation of his intention to stand quickly resolved the uncertainty. He garnered 386 nominations from the 400-member Election Committee in a short period of time, indicating the likelihood that he would be the sole candidate for the top job.

Sam Hou Fai, the sole candidate for Macau’s Chief Executive position, says “promoting the healthy development” of the city’s gaming industry will be one of his aims.
Mr Sam shared his view on that topic during a presentation and question-and-answer session held on Saturday, targeting the 400-strong Chief Executive Election Committee – a group comprising representatives from Macau’s industry, commerce, finance, labour, and education sectors. The committee will officially select the city’s next leader on October 13, though Mr Sam’s appointment is virtually assured.
The campaigning period began on Saturday and will run until midnight on October 11, with a newly-elected Chief Executive set to take office on December 20.
Addressing the committee members, Mr Sam reiterated his commitment to fostering a diversified economy and ensuring the “healthy and orderly development of the gaming industry, in accordance with the law” – a reference to Macau’s recently amended gaming legislation aimed at increased oversight on the city’s six licensed casino operators.
The candidate, who previously served as Macau’s top judge, emphasised the vital role the casino industry plays in the city’s economy, public finances, and employment. Já o caso de Sam Hou Fai é radicalmente diferente. Trata-se de um juiz, nascido na China continental, formado em Coimbra, falante de português, sem laços familiares de relevo em Macau. Não é herdeiro de ninguém, nem que se saiba deve favores a empresários locais, de Hong Kong ou do outro lado das Portas do Cerco. Parte, portanto, sem outras peias que não seja a obrigação de desempenhar um bom mandato, tendo como objectivos principais a qualidade de vida do povo e a projecção de uma imagem digna de Macau na cena internacional.
Sam Hou Fai pode igualmente desempenhar um papel muito mais importante na relação com os países lusófonos, algo de crucial, que os seus antecessores, à excepção de Edmond Ho, claramente falharam. Sendo um desígnio para Macau do Governo Central, tem sido um pesadelo para os governos que ou não queriam ou não sabiam como desenvolver as ditas relações. Lembramo-nos da passagem de Li Keqiang por Macau e do seu documento em 19 (!) pontos que referenciavam o que o governo local não tinha sido capaz de fazer. Certamente que tal não acontecia por falta de meios, mas por falta de vontade, de visão e… de verdadeiro patriotismo, quando não de real capacidade.
Vindo da presidência do Tribunal de Última Instância, que ocupa há vários anos, Sam Hou Fai surge impoluto em relação aos negócios e faz pensar que entramos numa nova era, em que a administração de Macau ganhará seriedade e eficácia, tendo sobretudo em conta o interesse geral do povo e do país, e não de clãs específicos.
Se assim será ou não, só o futuro o dirá. Mas o facto é que Sam Hou Fai se apresenta em condições muito diversas dos seus antecessores, tendo a oportunidade de governar Macau de outros pontos de vista, que refiram em primeiro lugar os interesses do povo e imponham nesta sociedade uma ética sadia e contemporânea. Se assim será ou não, Sam Hou Fai o confirmará, sendo certo que não lhe faltará, como não faltou aos seus antecessores, o apoio incondicional do Governo Central, cuja paciência para um certo tipo de administração parece ter acabado. Até que enfim…

Sam Hou Fai tem certamente qualidades excepcionais para ter sido Presidente do Tribunal de Última Instância com apenas 37 anos, imediatamente a seguir ao regresso de Macau à soberania chinesa. No entanto, os representantes de algumas associações que visitou recentemente parecem tê-lo elogiado em demasia. Por exemplo, alguns relatos descrevem-no como alguém que “sempre esteve empenhado em escutar e responder às questões do povo, com uma formulação de políticas que têm sempre em conta as necessidades de todos os estratos sociais, e uma abordagem de governação tão abrangente e meticulosa que é digna de louvor” outros mencionaram ainda “desde o regresso de Macau à soberania chinesa, Sam Hou Fai tem ocupado o cargo de Presidente do Tribunal de Última Instância, acumulando uma vasta experiência nas áreas políticas e sócio-económicas e conhece de perto o modo de vida da população. Uma vez eleito, é esperado que aborde detalhadamente as contradições e os problemas de longa data, e profundamente enraizados, do desenvolvimento sócio-económico de Macau’”. Embora o reconhecimento dessas associações seja justificado, não deve ser divorciado da realidade, e isto lembra-me realmente uma outra história.

Chief Executive hopeful Sam Hou Fai met with the top executives of Macau’s six gaming operators on Thursday, acknowledging their contributions to the city’s economy while emphasising the need for “healthy and orderly” development of the gaming sector.
This marked the first meeting between Sam, the former president of the Macau Court of Final Appeal, and the gaming operators, following his announcement of candidacy for Macau’s top job on 28 August.
In a press release from Sam’s campaign office, the Chief Executive hopeful expressed his hope for “the gaming industry to maintain healthy, orderly, and sustainable development in compliance with local law, promoting the moderate diversification of Macau’s economy.”

Olhando para o trabalho da Assembleia Legislativa nos últimos dez anos, para além das alterações à Lei Relativa à Defesa da Segurança do Estado, à Lei Eleitoral para o Chefe do Executivo e à Lei Eleitoral para a Assembleia Legislativa, as leis que tiveram maior impacto em Macau e que envolveram mais conflitos de interesses devem ter sido, sem dúvida, a “Lei do Planeamento Urbanístico”, a “Lei de Terras” e a “Lei de Salvaguarda do Património Cultural”, todas promulgadas em 2013. O desempenho dos dois últimos Chefes do Executivo de Macau na defesa destas três leis correspondeu às expectativas do Governo Central. Mas só o tempo nos dirá se Macau se pode vir a tornar numa sociedade regulada pelo estado de direito ou permanecer uma sociedade dominada por associações e organizações.

Face a eventuais dúvidas de que possa carecer de experiência de administração, Sam Hou Fai mencionou que o Gabinete do Presidente do Tribunal de Última Instância (TUI), cargo que deixou ontem, é um órgão com funções independentes dotado de autonomia administrativa e financeira. Além dos juízes, o Gabinete integra funcionários judiciais de escritório, administrativos e financeiros, funcionando como “um pequeno Governo integrado”. “Há, por exemplo, duas centenas de funcionários financeiros no Gabinete, sendo a gestão deste totalmente adequada para ser aplicada no Estatuto dos Trabalhadores da Administração Pública”, acrescentou.

Ieong Meng-u, an assistant professor at the University of Macau’s social science faculty, said: “His track record in the judiciary system has nothing to illustrate he was capable of handling economic restructuring, regional collaboration or even bridging Macau with the world.”

Speaking at a press conference on Wednesday, the 62-year-old elaborated: “There have been times when [the gambling industry] developed in a disorderly way and expanded wildly. This not only squeezes the resources of our society and manpower from all aspects, but also affects our young people’s choice of employment and career development,” he said.

Wong Wai Man, president of the Macau Bar Benders Association, attempted to stage a protest in the lobby of the Macao Science Center, adjacent to the conference room where Sam Hou Fai was holding a press conference.
Wong, well-known for his strong views and rhetoric, entered the lobby and tried to make his voice heard.
Press conference organizers also barred several international news agency representatives from accessing the conference room, including the Association France Press, as well as the world’s largest financial newspaper, Nikkei, whose reporter was escorted to a separate room to watch the press conference on television.
Reporters in this secondary room did not have access to interpretation services for the press conference, which was broadcast in Cantonese.

CE candidate Sam highlights ‘new era’ for Macau’s alignment with national goals
Macau’s top judge, Sam Hou Fai, highlighted the significance of the wealth of legal experience he had accumulated as he formally announced his bid for the city’s leadership job on Wednesday.
Two days after announcing his departure from the city’s judicial system, the 62-year-old justice held a media briefing to reveal his campaign pledges and related preparations.
“This decision is fundamentally driven by the call of the times to fully, faithfully, and resolutely implement the policy of one country, two systems and contribute to building a great country and achieving national rejuvenation,” he said in Chinese at the start of his speech, which was also translated into English.
Sam told the media that Macau now has a “renewed sense of responsibility” as it embarks on a new journey into a “new era”.
“With deep love for this warm and harmonious home, I have dedicated myself to the work of the judiciary with a strong passion for nearly four decades,” he continued.
“I have been advocating the core value of the rule of law, upholding Macau’s sound reputation of the rule of law, and responding to people’s desire for equity and justice.”
Speaking at the opening ceremony of the 2023/2024 judicial year, Sam mentioned the judges’ ability to resist external pressure when hearing criminal cases associated with gambling promoters Suncity Group and Tak Chun Group, as well as the case involving two former public works chiefs.
In a speech peppered with compliments for Beijing’s backing for Macau’s long-term prosperity and stability, Sam, a Zhongshan native, said that the special administrative region would “embrace even broader horizons” with a “prosperous motherland.”
National rejuvenation is closely intertwined with the city’s future and the well-being of its people, he also stressed.

Unlike his three predecessors who had business backgrounds, Sam stepped into the local judicial realm in 1995 and ascended to lead the SAR’s top court against the backdrop of the 1999 handover.
“I’m fully aware of the issues and challenges facing Macau’s development and prosperity amid profound changes in and outside the SAR,” he said as he promised to bring together various sectors of society to make the city “more prosperous and harmonious.”
“I also recognise that our people have many new expectations and aspirations for better lives.”
Administration philosophy: Forge ahead together by upholding fundamental principles and breaking new ground
While acknowledging the need to build consensus in society at large at a new “historical starting point”, Sam urged the local people to remain “mindful of potential risks” and “move forward to open up new prospects”.
“We need to uphold the right path and direction of one country, two systems, resolutely safeguard national sovereignty, security, and development interests, and maintain Macau’s long-term prosperity and stability,” he emphasised.
“And we need to rise to challenges, deepen reform with determination, and strive for new horizons and new progress.”
In addition, while underscoring his commitment to improving government efficiency, Sam signalled more “concrete steps” to push for Hengqin’s alignment with national strategies.
On a four-day exchange trip to the Greater Bay Area alongside other judges in March this year, Sam told their Guangdong counterparts that the SAR’s judiciary would further their interaction with mainland courts in areas including system coordination, judicial assistance and training.

The development of the gaming sector in Macau has made the city’s economy “unbalanced”, with the diversification away from the industry being an imperative from Chinese central authorities and a directive “backed by most of the population”, says Sam Hou Fai, the sole official candidate for the next Chief Executive of Macau.

“I have been in Macau for almost 20 years and have witnessed its evolution. The economic structure today is very different than before. In the 60s and 70s the industry led by Stanley Ho and STDM developed alongside the growth of the population, tourism, and entertainment”, the candidate mentioned.
“After the establishment of the RAEM, the motherland developed at a rapid pace, and the gaming sector also experienced new liberalization starting in 2000, leading to further growth.”
However, Sam stated that at one point the development of the gaming industry “became unbalanced”, occupying many human resources in the local society and “negatively impacting the mindset of younger generations in their job search”. Therefore, he concluded that diversification is of utmost importance.
The candidate recalled that during his visit to Macau some years ago, the Director of Hong Kong and Macau Affairs, Xia Baolong, stated that promoting the diversified development of Macau’s economy was a crucial direction for the SAR.
